This could lead to all sorts of criminal action. How many big actual clients send out an RFP to many agencies then after work is done, presentations are made, does the project never happen or is never awarded to anyone due to budget or countless other excuses.
Agencies are taken advantage of each and everyday. But I guess they have no one but themselves to blame in the end.
